Identifying and developing individuals whom god has given leadership gifts. Authorizing and releasing leaders to serve as ministry partners both inside and outside the church. Encouraging Pastors to lead, by the word of God, to fulfil the vision. (Mark 3:13-15, 2Tim 2:2, Eph4:11-13)
